NST Cookie notifications design turnbacks

• filter blur just works like a charm for adding shadows to SVGs
• having a hell of a time making the text in this button vertically center between browsers, going to just put a span around the text and use flexbox.

MSN Alt tags, mostly just putting in blank ones

• This version of Umbraco doesn't have alt tags for media. Need to ask E about that.
